My career in financial services began in 1983 as an assistant in the Mortgage Department at the former Citizens National Bank in Bedford. I later worked as a Mortgage Loan Officer and Underwriter at the former Workingmen's Federal Savings Bank in Bloomington. Then I spent several years working as a Certified Financial Planner before returning to my roots in mortgage lending. My passion for financial services and counseling has continued through the years and gives me great satisfaction as I help others reach their dreams of home ownership.
I'm a lifelong resident of Lawrence County and currently a member of the South Central Chapter of the Indiana Mortgage Bankers Association, the Bedford Board of Realtors, and the Bedford Area Chamber of Commerce. Over the years, I've served on various committees and boards including the Chamber of Commerce, the Oakland City University Bedford Campus, and the Hoosier Hills Estate Planning Council.
I genuinely enjoy helping people reach their financial goals and believe that everyone deserves excellent customer service and respect. Prompt and precise communication and caring client education are at the root of my professional relationships.
My customer service philosophy is to treat every customer with respect and to make their experience as stress free as possible. I believe that the purchase of a new home is a major decision and should be treated as such. I strive to make this decision as easy as possible for each client by being honest and trustworthy along with communicating frequently all while offering them sound and reliable advice.

Loans That End in "A"
Whether you are looking to make your first purchase or refinance, you may be able to enjoy the benefits of a FHA, VA, or USDA loan.
Take Advantage of a Government-Insured Loan That Is Always a Safe Bet in an Ever-Changing World
FHA loans have been helping people become homeowners since 1934. The Federal Housing Administration (FHA) insures the loan, so Ruoff Home Mortgage can offer you a better deal. It is because of that insurance that FHA loans can offer attractive interest rates and with less stringent and more flexible qualification requirements. FHA loans may be used to purchase or refinance a new or existing 1-4 unit family home or condominium unit.
Highlights of the FHA Loan
Down payment of just 3.5%. That money can come from a family member, employer or charitable organization as a gift. Other loan programs do not typically allow this. Low credit score requirement and flexible qualifying guidelines. No income limit on borrowers. 15 or 30-year term with competitive rates. Non-occupant co-borrowers can be used to help qualify.
FHA Eligibility Criteria
Must occupy the property as your primary residence. Maximum loan amount limits that vary by region/city. A borrower is limited to one FHA loan at a time. Must meet the minimum credit score requirement. Must have sufficient income to qualify.
The FHA 203(k) Program
Interested in purchasing a foreclosed property, but don't have the extra cash needed for necessary repairs? The FHA 203(k) loan product is the perfect solution. The FHA 203(k) is a special loan product for borrowers who need extra cash to make repairs to their homes. The chief advantage of this type of loan is that the loan amount is not based on the current appraised value of the home, but on the projected value after the repairs are completed. A "streamlined" 203(k) allows you to finance up to $35,000 in nonstructural repairs, such as painting and replacing cabinets or fixtures. The 203(k) loan can be used to repair a home you're planning to purchase or to make upgrades to your current home.

Everything was smooth and as easy as it could have been.
Cindy was very positive but realistic and guided me through the process so that nothing was unexpected. I felt like she was very easy to reach and she answered my questions. I also felt she truly cared about me as a customer.
Cindy Hester and Jill Rogers were exceptional with their willingness to help me achieve my dreams of owning a home. They made sure to keep in close contact through the whole process and made sure to notify me as quickly as possible to any issues that arose.
Things were done very quickly and they were very prompt with returning any emails with questions. I really appreciate that.
Knew answers to questions, calmed our anxieties
Helping me understand everything for being a first time buyer. Everything went as planned.
Cindy and Jill were awesome!! All went well
Cindy is GREAT! She answered everyting very professionally and VERY QUICK!
She always kept in touch and messaged back quickly. Very nice and friendly. Explained things so I could understand since I am a first time homebuyer. Would highly recommend her to a friend.
Communication was very good between me and the staff that handled my loan, questions, and everything else. Cindy worked with me from a too-low-to-qualify score, to get a higher score than I needed to qualify for several types of loans. I got great advice from the staff at Ruoff about credit, home buying, closing, and other things related to this process. They treated me like I was any other responsible adult, and not just a struggling young adult with bad credit.
Cindy was super helpful!
Everything was wonderful and went well. Cindy was great and very helpful.
Took care of everything so well. Smooth from start to finish. We were cleared to close in 8 days from first application!
Cindy was exceptional. My loan was a long process due to complications and she was there through it all. Her help was invaluable!! Thank you, Cindy.
Everything! :-) I can't think of anything that could have been done any better
Overall everything went very smoothly. Cindy was very attentive, and answered emails even on weekends and evenings. This is my second time working with Cindy, and I followed her over from her former position at Hallmark. Cindy made me feel appreciated as a customer as I would not have expected, and I'll be sure to come back to her if the need arises.
Cindy was very helpful with everything. She took the time to help me understand what everything was. She was wonderful.
I thought everything went very well. Everything ran smoothly and Cindy was very helpful!
Cindy did an amazing job walking me through every step while purchasing my first home. A lot of things were very confusing but she was always there to answer any of my questions in a very timely manner.
I noticed right away Cindy was going to be very helpful, as this was our first time buying a home. She was very knowledgeable and quick to respond to all my questions (I had a lot!) I feel Cindy definitely put my mind at ease with the whole process. She is very easy to talk to and made us feel very comfortable to ask any and all questions we had. I have and will continue to recommend Cindy and Ruoff Mortgage.
Amazing job Cindy! She was very helpful and went above and beyond to help me through the entire process! What could have went better? Nothing! It was perfect!

Cindy always has a smile on her face and makes you feel welcome. Cindy is tryly someone I wish I had on my team; she goes the extra mile and leaves no stone unturned. Cindy made herself available to me after hours when I had questions. She also consoled me, when my 1st buyers fell through. She worked really hard to make sure I was okay on a personal level. Wow, not only did everything work out (as Cindy promised), but I also gained a lifetime friend.
